On May 17, we will join individuals, families, and organizations around the world to commemorate the International Day Against Homophobia, Transphobia and Biphobia, or IDAHOT.
The annual IDAHOT commemoration is an important reminder – to all of us – that . It matters because it is about fighting discrimination and promoting social inclusion. It matters because it is key to ending poverty and building shared prosperity.
Happy International Women’s Day! This is an important year to celebrate – from global politics to the Oscars last weekend, gender equality and inclusion are firmly on the agenda.
But outside movies and matters of government, we see the effects on gender equality every day, in how we live and work. One area we have data on comes from companies: what share of firms have a female CEO or top manager?
Only 1 in 5 firms worldwide have a female CEO or top manager, and it is more common among the smaller firms. While this does vary by around the world – Thailand and Cambodia are the only two countries where the data show more women running companies than men.
Better representation of women in business is important. It ensures a variety of views and ideas are represented, and when the top manager of a firm is woman, that firm is likely to have a larger share of permanent female workers.
Many insights from behavioral science apply directly towards better understanding and addressing inequalities between men and women, in education and health, ownership of assets, access to more and better jobs, and the capacity to act on one’s own behalf and interests.
Here are three insights that stand out as critical to closing these inequalities by 2030.
Although employment is usually seen as a resource for women’s empowerment, it does not automatically translate into better status and lower rates of violence for women. In fact, in some settings, if gendered norms that support men’s violence against women are not addressed, the economic empowerment of women can inadvertently propagate gender-based violence (GBV). For example, when work is a major defining factor of masculinity, working women may face a greater risk of domestic violence.
In dense built-up cities like Karachi, Pakistan, public spaces are even more important. These are areas of respite and recreation from the stress of city life. They are also social and cultural spaces where livelihoods and businesses are conducted, especially for the urban poor. Public open spaces in Karachi have suffered from rapid urban growth:
- The total share of green space detectable in satellite imagery has fallen from 4.6% in 2001 to 3.7% in 2013.
- Large tracts of vacant land in prime areas in the city center are closed off to the public and neglected.
- Twelve square kilometers of prime waterfront area, often a valuable public asset in other cities, is still mostly undeveloped more than 10 years after the roads were built.
- Many sidewalks in the main commercial areas and busy corridors are broken down, converted to unregulated parking areas, or used for dumping trash—to the detriment of pedestrian safety and public health.
- In a focus group, women also remarked on the lack of safe playgrounds or other recreational facilities for children.

Beyond the investments in the physical space and urban design, a key design feature of KNIP is its emphasis on active and sustained engagement with the residents of Karachi. The project aims to use a participatory planning process to identify, prioritize, and design highly impactful enhancements to public areas such as sidewalks, open spaces and green spaces, and public buildings. While the exact nature of investments will be determined through community consultations, they may include safety features for pedestrians and other non-motorized transportation, accessibility and mobility improvements close to commercial areas and planned transit stations, new or upgraded neighborhood parks and playgrounds, infrastructure to foster safe and vibrant street activity (kiosks for vendors, tables and seating, temporary street closures for festivals, etc.), measures to address traffic congestion and parking, and improved municipal services in public areas (street lighting, garbage collection, drainage, etc.).
KNIP is intended to be an entry point to showcase the value of participatory planning and inclusive urban design, as the first step in a longer-term strategy for city transformation and rejuvenation. Building confidence and inclusiveness in city management is critical to ensure the success of deeper institutional reforms and larger infrastructure investment programs down the road. KNIP is expected to help lay the foundation for a multi-year partnership between the World Bank Group and the local and provincial governments focused on inclusivity, livability, and prosperity. To this end, KNIP will also support the creation of a Karachi Transformation Steering Committee (KTSC), comprised of elected officials, government representatives, business leaders, community stakeholders and NGOs representing various public interests. KTSC’s mandate is to develop a shared vision for Karachi’s transformation and a roadmap to achieve that vision in an inclusive way.

The winner will also have the opportunity to visit the World Bank Group headquarters in Washington D.C. at a later date to participate in a poverty event. Olou Koucoi founded Focus Energy, a company that brings light, news and entertainment to people living off-grid in his country, Benin. Its spinoff program ElleAllume hopes to train more than 1,000 women to bring power to 100,000 Beninois homes this year. “At the end of the day, [inclusive hiring] is not a gender decision, it’s a business decision,” he says.
Over the past few months, I interviewed a number of incubator and accelerator programs to compile best practices for the World Bank Group’s Climate Technology Program. The research spanned 150 programs in 39 countries, ranging from relatively new to seasoned veterans of the clean tech incubation space. The consensus regarding gender diversity and inclusion was almost unanimous; all but one program echoed Koucoi’s sentiments – in principle.
In practice, however, encouraging more women into the clean energy sector and related programs has proved challenging. Below are some of the most popular explanations for the low levels of female representation:
“We can’t find them.”
Many clean energy incubation programs said they had difficulty recruiting due to a lack of women in the industry and strong women’s networks to tap into. While there is no shortage of women in clean energy (with industry-specific examples such as clean cookstoves serving as a good example) there are few women-led businesses. This lack of visible leadership translates into lower rates of participation.
“We would love to focus on bringing more women into the program, but we have limited resources.”
Incubation programs are often lean, with little time and few resources to expand on offerings and create targeted programs for women. Instead, to create quick wins and draw in additional funds, programs often take a “low-hanging fruit” approach, seeking out the most visible companies to recruit and invest in, which tend to have male co-founders.
“Does it really matter at the end of the day?”
Many programs are pro-gender-diversity in principle, but gender-agnostic in practice. This stems from a disconnect between the “gendered-lens” approach discussed when fundraising for incubation programs and the results frameworks which judge their success. Such factors as the number of companies exited are still weighed much more heavily than gender balance.

Last month, Impact Hub Bamako celebrated its first birthday. The first of its kind in Mali, Impact Hub Bamako is part of a global network of more than 15,000 members in more than 80 locations worldwide, from Bogota to Phnom Penh. Combining innovation lab services with incubator and accelerator programs and a center for social entrepreneurship, Impact Hub Bamako provides a unique ecosystem of resources, inspiration and collaboration opportunities for young, creative Malians working towards a common goal.
Co-founded by four young Malians — Fayelle Ouane, Kadidia Konaré, Mohamed Keita and Issam Chleuh — Impact Hub Bamako seeks to promote entrepreneurship and generate youth-driven solutions to Mali’s problems, as well as support women’s entrepreneurship and encourage social entrepreneurs to build a shared vision and work together for a collective impact.
“Establishing a community of young entrepreneurs was very important to us,” says Ouane, “so that everyone can build on and benefit from each other’s expertise and knowledge.” Indeed, Impact Hub Bamako hosts a diverse community of entrepreneurs, strategic advisors, architects, social workers, students, consultants, renewable energy specialists, and experts in agribusiness, ICT and corporate social responsibility.
By providing a shared space to work, as well as access to meeting rooms, events and that all-important internet connection, Impact Hub Bamako has given participants the opportunity to leverage each other’s expertise, as well as grow their professional networks not just nationally but globally, as Impact Hub boasts a multinational presence.
“This is our comparative advantage,” agrees Keita, now the hub’s director. “Our incubation/acceleration programs seek not only to promote the necessary conditions for job creation in our country, but also to professionalize our workforce and give them the tools to meet the demands of any employer.”
Last week, I took a journey on Mumbai’s suburban train system, which carries a staggering 8 million women and men, equivalent to the entire population of Switzerland, every day to where they live, work, and spend time with family and friends. Although stretched, the system has reduced mobility constraints and increased independence for millions of women who rely on safe transport to access education and job opportunities; contributing to the city’s dynamism and growth. There are similarly inspiring examples from all countries in South Asia.
As we mark International Women’s Day, we celebrate the progress made in improving women’s inclusion and empowerment, while seeking to better address continuing challenges, which are estimated to cost South Asian economies $888 billion, through devising and implementing solutions that will bridge remaining gaps.
Much to be proud of—a lot more remains to be done
South Asian countries have seen encouraging increases in greater access and gender parity in education. At the same time, the region has achieved substantial decreases in maternal and child mortality. Countries have made great strides in healthcare access through training more female healthcare workers while providing affordable care for mothers and children. The region also boasts many inspiring female leaders and role models, as well as the countless individuals positively contributing to their communities and societies against difficult odds.
However, much more needs to be done in order to nurture all women and men to realize their potential. As South Asian countries become more prosperous, their growth trajectory will be less assured if hundreds of millions of women remain excluded from education and employment opportunities. South Asian countries will need to substantially expand their workforce in order to meet their economic growth goals and, at the same time, adequately support their increasingly large populations. Studies show that only around 1 out of 4 women in South Asia participate in the labor force, about half of what is typical in middle-income countries in other regions. Too many women face restrictions in decision-making, mobility, public safety; and far too many experience gender-based violence—the most egregious cases making headlines around the world. What can help bridge these gaps?
